Taxing Child Benefit – another opportunity for HMRC to fail

George Osborne has announced he is to claw back child benefit from higher rate taxpayers (via PAYE and self assessment presumably?)

Ignoring the politics of whether this universal benefit should be withdrawn and why they think it is fair to withdraw it from families with £44K of income all from one earner when they won’t withdraw it where both parents earn £44000 each…..

Why not just scrap it completely and add the money to Child Tax Credit which is already means tested?

What is wrong with just one  system – less admin, fewer forms, fewer chances for error?

Or am I missing something?
